I suspect however that the penalty was ultimately rescinded as the bus driver may have not followed the correct procedure toward what is essentially a vulnerable person. The problem is the bus driver wouldnt know if she had lost it or had it withdrawn for bad behaviour. If he lets her on knowing she doesnt have a pass he risks getting his bus garage fined by TFL if an inspector gets on.
